You can pursue M.Phil from IGNOU only. For M.Phil:-
a) Master's Degree from a University recognized by UGC in the relevant discipline with at least 55% marks [50% marks in the case of SC, ST and OBC (Non-creamy Layer)/ Differently-Able and other categories of candidates as per the decision of UGC from time to time, or for those who had obtained their Master's Degree priorto19th September,1991]. It is difficult to search the university equally good as Delhi University. But you can think of Mahatma Gandhi University or IGNOU to opt M.Phil from distance education.

Are you talking of "Occupational English Test"? If yes then there are plenty of sites that will help you in this. Some are paid while some are free. At Shiksha platform we cannot promote a particular brand and hence I would request you to google for it to get link to all possible sites.
