Hi,
You can pursue M.Phil from IGNOU only. For M.Phil:-
a) Master's Degree from a University recognized by UGC in the relevant discipline with at least 55% marks [50% marks in the case of SC, ST and OBC (Non-creamy Layer)/ Differently-Able and other categories of candidates as per the decision of UGC from time to time, or for those who had obtained their Master's Degree priorto19th September,1991]. Thanks.

Himalayan University offers Ph.D programme in full-time and part-time mode only. M.Phil is not offered.

Hi Raj,
It is difficult to search the university equally good as Delhi University. But you can think of Mahatma Gandhi University or IGNOU to opt M.Phil from distance education.

Are you talking of "Occupational English Test"? If yes then there are plenty of sites that will help you in this. Some are paid while some are free. At Shiksha platform we cannot promote a particular brand and hence I would request you to google for it to get link to all possible sites.

Hello Raj, M.Phil from an open university is indeed a good idea. Particularly for working professionals. To put you at ease, no there will be no problem. M.Phil from open university is at same level as from a regular college.

Hi,
As per NCTE norms, regular teachers working in primary, middle, secondary or higher secondary schools in Tamilnadu, recognised by State/Central government, with a minimum of two years teaching experience are only eligible for admission into Annamalai University Distance Education B.Ed course.
