If you are pursuing your MSc in environmental sciences through distance education and looking forward to do PhD so congratulations you are eligible for PHD.
You can enroll in PhD after completing a Masters degree through distance mode, provided that institution from which you obtained your degree is recognised and accredited. Most universities accept distance learning decrease for PhD admissions but specific requirements can vary by programme and institution.
