BHU is a central university and is funded by government of India. For regular seats, it charges only a fraction of total cost incurred, but apart from that, some additional seats in each programme are provised for students, who are willing to take the course but could not on the basis of their rank (or could not get the combination they wanted) on payment of the full fees of the course.
