No, you cannot. You have to pursue B.Tech to pursue M.Tech. After completing BCA, you can go for MCA.

Germany etc.
Zero in your choice based on the budget, admission requirements, career opportunities etc. Yes, government loan can be available. And, if you have a very good profile universities can give you scholarship too.

ME/ M.Tech in ECE is a suitable option. M.Tech in digital communication engineering/ communication systems is another suitable course. Other specialization streams like electronics design and electronics circuit and systems can be pursued in M.Tech. MBA or MS degree can also be opted.

MBA is for those, who wants to join management positions and M.Tech leads to become a researcher. Both have their own merits and demerits. So, you can choose as per your personality, abilities and skills.

GATE score is accepted by all major technical institutes and universities such as IITs, NITs, IISc, IIITs, CFTIs, State universities / Engineering colleges and some autonomous universities for MTech. Some International Universities such as NSU Singapore also accept GATE score for MS admission.

If you are planning to M.Tech Civil Engineering then IIT Roorkee is the best option.
