Yes, there are institutes which provide distance learning and collaborative programs.
5 - 6 programs under BITS Pilani have been mentioned on their website too.
Even IIT Bombay has its Distance learning program, details of which are available on their website - http://www1.iitb.ac.in/~cep/about/index.html
Other local colleges also must be offering these courses.

Hey Mohit,
Congratz on securing a good rank in GATE. You may get admission into IIT based on your rank and talking about the placement records i IITs, they provide one of the best placement assistance in India to their students. However in case you are interested for some private universities or scholarships you can also check out universities like Amity, Lovely Professional University. You can get good amount of scholarship based on your GATE score in these universities and also their placements are somewhere in the top batch.

Hey Raju,
Your score doesn't assure you to get into top engineering institutions but you still have other options. Certain top universities in India conduct their own entrance examination to take admissions. However most of these colleges are private but they are performing really good in terms of ranking, placements assistance, candidate development etc. Suggestions would be -

Hi Satyam
If you want to contribute to programming, research or innovating in cyber security, go for m.tech and if you want to manage ppl in cyber security or work on international relations, go for mba. The best place would be USA.
