According to UGC NET guidelines, candidates can apply for the exam with the subjects in which they have cleared their post graduation or related to that subject. As per your subject, you are eligible to take UGC NET exam with Environmental Science subject. Get the details related to exam

Last year, the closing cutoff for M.Tech in PGCET was 2566.

Because you have not obtained the minimum qualifying marks so, the admission in M.Tech is not possible. It would be better to reappear in GATE exam with preparation or you can give private university’s entrance exams like VITMEE, LPU NEST, SRMJEEE (PG) and CUSAT, etc. for M.Tech programmes.

Yes, you can get it. The CS-GATE score above 400 is good enough for MSRIT.

Admission form will be out from June 11th, 2019 onwards.
Admission criteria is 50% marks in B.E. / B.Tech in relevant discipline from a recognised university with GATE.

Keeping the unemployment situations in consideration you should give top priority to employment because higher studies can also be done during the job. However, if you are getting chances of doing M.Tech programme through GATE may the best option.
