If you want to go for government college like IIT IIIT, NIT then go for GATE exam, which is for the admission for M.Tech in these colleges. The application procedure starts from September or October and the exam will be conducted in January or February. If you will qualify this with the good score, then you will easily get these college. Also, you have benefits to get job in PSU. They gave the GATE candidate a priority in job vacancies. Now admission procedure for private college depend upon college to college. One college may start application in MAY or another can start in the month of June even. So you have to search your own in NET

Maulana Abul Kalam Azad University of Technology (West Bengal University of Technology) conducts a state level entrance examination WBUT PGET for admissions to M.Tech and M.Pharma programmes offered by various colleges in the state. Aspirants who have qualified GATE/GPAT can also appear for the exam. Regards.

Hello Sai,The NET exam is conducted for the lectureship and the JRF Award. There are two NET Exam conducted for the above purpose i.e. UGC NET and CSIR NET Exam. UGC NET Exam is conducted for the 84 various subjects in different streams, while CSIR NET Exam is conducted for the Science stream candidates for five subjects that are: Earth Science, life Science, mathematical Science, Physical Science, and chemical Science. The candidates can appear for their post-graduation subject or its related subjects in NET Exam. As you have completed M.Tech in Structural engineering, then you can apply for the CSIR NET Earth Science.

Yes, you are eligible for M.Tech in IIT, Kharagpur, I have checked the eligibility it says you have to score 60% in your graduation and the GATE score depends on the ranking. You can check more about it on the following link:-
