Chances are pretty ok and will depend on your overall profile including your project work, internship work, SOP, LOR, etc. I think it is mentioned clearly on the website that you must be fluent in French.

The main difference between M.Tech and MS lies in the study orientation and pattern of both the programmes. While M.Tech is more detailed, more theoretical and demands regular attendance, MS is a self-study program and is more practical based. The duration to complete M.Tech is 2-years, while MS can be completed in 3 to 4 years depending on the completion of the project.
