It's not possible to get in a good college for M.Tech with just 11 marks, either you should opt for a college which gives admission on the basis of graduation percentage or reappear for GATE next year.

If you appears in GATE and you score is good, you just apply in IITs, NITs & other government organized universities, which do not charge you for Master's degree. In private colleges fees is around Rs. 65, 000- Rs.1, 00,000, depends on college. I prefer to go for GATE exam, score good marks and get admission in IITs & NITs.

Yes, you can get higher package, but it will depend on the job opening during the time of your placements.
