Almost all colleges will be having an entrance exam for admission into post graduate programs like M.Tech. so you need to appear for that by satisfying the eligibility criteria of the same.
One of the top exams is GATE which is accepted by IITs and other institutions for post graduate programs in engineering.

It totally depends upon you. If you have interest in business and marketing than you should do MBA.
But one thing you know if you doing MBA or MCA so, this toughest study as compare to M.Sc.

I would rather have you ask yourself a question. Would you be able to do justice to both courses? In any case, Ph.D is not a course where you have to attend college. Hence, you can attempt both simultaneously.

Yes, droppers are also eligible for GATE exam as this exam is both for job and for higher studies, so you have to score good to get selected.
