Yes, you can get admission in Jadavpur University.
10% of General Seat are their for Other State Students but competition is very high so you need to have good rank ( within 1000 ). But for good branch also you have to score rank within 400.

No, you may not get admission into Walchand College of Engineering, Sangli for B.Tech CSE with 82 percentile in JEE Mains. It also depends on Domicile which you have not mentioned. The cutoff at Walchand College of Engineering Sangli for the B.Tech CSE branch is comparatively very high as compared to other branches. There are no rooms for first year students, in Lokmanya Tilak college. But as soon as you enter the second year, you can get a room. Thereafter, you get all the hostel facilities till your final year.

I don't think you'll get admission in any government college instead you should look for the Private ones, there are some colleges like vidarbha Ayurved Mahavidyalaya, Amravati
Tilak Ayurved Mahavidyalaya, Pune
Dr BRKR Government Ayurved Medical College, Hyderabad, Government Autonomous Ayurved College and Hospital, Jabalpur, Lalit Hari State Post Graduate Ayurvedic College and Hospital, Pilibhity. You should look for them.
