The cut-off range of St. Xavier's College is 84% to 95% which changes according to your stream. The cut-off for christian minority would be much less than the general cutoff. For minority - PCM combination doesn't have a very high cut-off, specially for minority category students. If they get above 60%, I think they should be able to get admission just fine. Best of luck.

You are seeking information about government colleges offering automobile engineering in different states and further asking whether you can get admission there or not. I am afraid in the present situation in India, you can think of getting admission in a government college of a state only and only if you are domiciled in that state and if you are not then you have no chance of getting admission since almost all the states in India have restricted admissions to the students of the state only. Hence I will suggest that you should look for the Government Engineering College of your state for admission.

Chances of rejection is likely, because you already have a Masters, you can first email the universities and evaluate your chances. Many universities have admission representatives, you should get in touch with them directly.
