However nothing is lost in trying. Hence I would like you to approach the principal of your intended college and seek his intervention. May be, if you are in luck, you would be successful.

This type of part time Engineering Under graduate course in India is not known to me. And, so far my knowledge goes, AICTE does not validate this. However, in Kolkata at JU, there is BE full time evening course in civil, Mechanical and Electrical stream for Diploma Engineers with some eligibility criteria. If possible you may look for it.
