Obviously, IIT Bombay is the best engineering college in Mumbai. And, there are several other good engineering colleges too.
For that, you may refer:
1)IIT Bombay
2)Institute of Chemical Technology, Mumbai
3)Veermata Jijabai Technological Institute, Mumbai
4)Bhartiya Vidya Bhavans, Sardar Patel College of Engineering, Mumbai
5)KJ Somaiya College of Engineering, Mumbai
6)Mukesh Patel School of Technology Management and Engineering, Mumbai
7)Sardar Patel Institute of Technology, Mumbai
8)Dwarkadas J Sanghvi College of Engineering, Mumbai

As per official notification for now, Yes it is there.
However there are different discussions going on.
The center wants to implement JEE in all states, while the State wants to increase the difficulty level of CET for the next year.
So this gives us a hint that no matter what, from 2018 onwards the difficulty level will increase either through JEE or CET itself.

Yes, VIT Pune was in the NIRF rankings but it was not in the top 100. In 2017, also, it is there in the rank band of 151-200 only. For that, you may refer:

College of engineering- Pune, MIT- Pune were listed in the top 100 among the engineering rankings of 2017.

Hi Aman,
It has really nice and well defined process of placement. It starts after the end of the second year I.e 4th semester, they inform you whenever there is any company coming for the placement with the detailed notes like what is the criteria, what is the company all about, how and what package are they offering and what is the selection process.
You can surely go to this college. It has an overall rating of 7.7 which is better than good.
