Mostly yes. Public universities in Germany offer free master's programs. No tuition fees are applicable. You only pay a small semester fee (around €200–400). Blocked account and living costs still apply.

No, the National University of Singapore does not have rolling admissions. There are fixed admission deadlines for its Master's programs
