Mostly yes. Public universities in Germany offer free master's programs. No tuition fees are applicable. You only pay a small semester fee (around €200–400). Blocked account and living costs still apply.

Germany is often the cheapest country for a Masters abroad. Public universities charge almost no tuition. You have to give only a small semester contribution of around Rs 30,000–60,000 per year. Students also get public transport passes included in this fee.

No, the National University of Singapore does not have rolling admissions. There are fixed admission deadlines for its Master's programs.
