Below 50% is not accepted. A poor ranking university can admit you but visa chances are low. In general, you must be qualified to study abroad and 49% is not an acceptable score.

Length of Rectangular Plot (L) = 3x
Breadth of Rectangular Plot (B) = 2x
We know that,
Perimeter of Rectangular Plot= 2(L+B)
Therefore, 2(3x+2x) = 3m 80cm= 380cm
2*5x = 380cm
10x= 380cm
x= 38cm
Length= 3x=3x38=114cm= 1m 14cm
Breadth= 2x=2x38=76cm

It is fact that if job is essential immediately after completion of graduation B.Tech in CSE is best among the three options given. But, if you are really interested in Math / Stat and want to go with it as your profession, it would be better to look for B.Sc with Honors in Statistics, or B.Stat from Indian Statistical Institute.
