Yes, you can definitely for PGDM course as the requirement of scores for the various colleges is distributed along as 50% + grades in 10th, 12th and graduation and a good MAT score. You are not eligible to seek admission in MBA based on your current educational qualification. Diploma in Engineering is not equivalent to a graduation degree. You are advised to first gain graduation degree in any discipline from a recognized university to seek admission in MBA.
