Hi,
Yes, you can apply as a outside state candidate. There are very seats reserved for outer candidates who don't belong to home state.

Yes, you must appear for MBA. Colleges give time to students to get the provisional certificate after the declaration of results. College only requires each semester mark sheets and provisional.

A higher score is always better. Your academic profile is great. You must target for at least 95 percentile in XAT to get any of the above disciplines.

Yes, you have to appear for an MBA entrance exam. In fact if you wish to take admission in any other college also, you have to attend MAT or CAT exam. Regarding IEM you need to give:
MAT entrance exam for PGDM.
CAT entrance exam for MBA.

Hello! Since the IIMs lay significant weight age to the past academic scores, it's really good that you've scored around 90%. Just try scoring the same percentage marks (around 90) in UG too, which will strengthen your chances of getting an IIM interview call(provided you score well in CAT too). Good luck!

Plenty of exam related books are available in the market, pick any of them and also join some online test series, if possible.

Apart from that, it also changes from year to year and can be quite random. So, instead of trying to score a fixed number, I would suggest you to give your best and try to maximize your score. That way, even if you don't get a call from IIMB, you still can aim for other top management schools. If you are talking in terms of minimum possible cutoffs to be eligible, then in 2017, it was 75 in
