HR and Tourism are two different domains. Yes, Tourism gives you a large scope of growth looking at the current trend. On the other hand, HR is a critical profile with the complex handling required in this digital era. Both are equally good options. HR can give you a working option in Tourism.

At this percentile, it's not possible for you to get the top colleges of Pune. My suggestion to you is to prepare for the exam again and try to score good (above 80 percentile) and then take admission for MBA.

There are national level entrance exams for MBA other than CAT like XAT-Xavier's aptitude test for admission in Xavier's Labor Reform Institute. Xavier's University-Bhubaneshwar, XIMB Bangalore and XIMJ-Jabalpur are offering MBA in finance and there is NMAT for Narsee Monji-Mumbai which also offers finance and MAT for various B-schools across India.
There are certain state level exams also like MH-CET which can lead you to JBIMS, Mumbai (CEO factory) and other state level exams also.

There is REVA university.
The eligibility criteria for MBA is:
Bachelors degree of three years in any
stream or B E / B Tech with 50% (45% in
case of candidates belonging to SC/ST) of
marks in aggregate from any recognized
University / Institution or any other
qualification recognized as equivalent there to.
