You need to have a graduate degree atleast to take CAT. The procedure consists of a) the CAT exam b) if you clear the cutoffs, you then have the WAT/PI round, which is the final round. The registration forms open around September/October. You should,however, keep checking for updates as the the dates are not the same every year. Minimum scores are different for different colleges and will depend on the weightage being given to them in that particular year.

We can't say anything for certain till the cutoffs are declared. But seeing the past trends you seem to have a good chance. The cutoffs are likely to be declared after February 21.
