Hi Saeed,
Chances are very good. He must also take the IELTS to meet English language requirements. Though SAT or ACT is not mandatory I will encourage your brother to take the SAT or ACT for better chances. Check here

Tuition fee varies from department to department. Expect around Cd$45,000 or Cd$50,000 per year. Fee for international students are higher.

Yes, you have a very good chance for getting it. You are expected to get it through your state level counseling.

Hi,
National Institute of Open Schooling (NIOS) is approved by Ministry of HRD (Govt of India). So, this certificate is also equal to other state/Central board of Secondary/higher Secondary. Hence, you can definitely go for MBBS after completing your class 12th from NIOS. And, I hope you have done it with Medical subjects.
All the best.

USA neither accept MBBS nor BDS as an acceptable qualification to practice in US. BDS is dental and not a medical course. MBBS has validity only in India, Nepal, Srilanka, Bangladesh and Bhutan. In US, you need to first complete a 4 years Bachelor's degree in life science and then need to complete a medical degree from there only.

Hi Dear,
For admission into MBBS in a private medical college, your score shouldn't be less than 350 for general category. Below this score, you may not get any college.
