If we talk about the career now a days, Government sectors may not be able to fetch a career in computers so easily and effectively. But, when we talk about the private sector, if you have done MCA from the good universities, you can kick-start your career very well and with the time you will be able to set yourself abroad for international projects.

Lovely Professional University (LPU), Punjab
Delhi College of Engineering
P. E. S. Institute of Technology
Government College of Engineering

Yes, you can apply. But, before applying in any university, check the university admission procedure for MCA. These universities conduct exam for lateral entry for MCA:
1- Dr. APJ Abdul Kalam Technical University, Lucknow
2 - Bharati Vidyapeeth University, Pune
3- Allahabad University, Allahabad
But, mostly reputed colleges like NITs do not provide lateral entries.

It will be far tough for you. But if you work hard for the entrance exam then no exam will be tough for you. You can go for Masters in computer science in America.
