However, the government institute offering the course is Government Ayurved College and Hospital, Jalgaon, Maharashtra. 400 is a fine score. You can easily get the top government colleges for BAMS courses with a 400 score in NEET.
However, it also depends upon your rank. The last All India Rank for NEET at Government Ayurved College and Hospital in 2023, was 77245.
