No, cut off and qualifying marks both are different criteria they cannot come on the 1st place.

I believe you are referring to the NEET UG cutoff for OBC. The cutoff for NEET UG depends upon the following factors:
1. The number of applicants in a specific category.
2. Level of difficulty of the question paper
3. Available seats in medical, dental and AYUSH colleges
According to the trends of previous cutoffs, it is difficult to predict whether the cutoff will go lower or higher. The 2022 NEET UG cutoff, for example, was lower than the 2021 NEET UG cutoff. Hence, next year, it may go higher or lower depending on the above factors.

AIIMS M.Sc 2023 Application Form will release in the month of March tentatively by AIIMS Delhi. The AIIMS PG 2023 entrance test will be held in June 2023 (Saturday) to provide admission to students in the All India Institute of Medical Sciences' MD/MS/M. Ch (6-year)/DM (6-year)/MS programs (AIIMS). Applicants can only apply for the admission exam, which will be held twice a year through online mode via Computer Based Test (CBT). Best wishes

Most colleges provide seats in the Master of Physiotherapy in Neurology Course only through the marks secured in the entrance examination. It's very difficult to get a seat with an EAMCET rank of 39,052 generally students with rank from 2000 below are preferable by the Andhra University like they can choose for any sort of course but you are going to have less chances. However, it also depends on the category for which admission will be sought i.e. General, OBC, SC/ST, Marks in the qualifying examination. As 25% weightage will be given to qualifying examination i,e Intermediate or Plus 2, it will also have an impact in getting the rank in EAMCET.

With reference to your above mentioned query, I would like to tell you that there is no particular syllabus prescribed for the same. Aspirants are required to know the basics of life Science, along with a much finer knowledge of reproductive Biology molecular Biology and genetics. (As per the question paper trend since the last few years)
Also, you can expect few general questions from topics trending in Science (eg. Covid). There are no questions from Physics or Maths. Good luck!
