No, MIT Australia does not allow students to combine different scholarships. Offical scholarship terms at Melbourne Institute of Technology explicity state that a scholarship cannot be combined with other financial aid offers. 

Fee reductions apply strictly to tuition fees and cannot be converted or paid out in cash.

Deadline to apply for MIT Australia scholarships depends on the particular financial aid. However, most admissions and scholarship applications operate on a rolling basis with no fixed cutoff. Deadline to apply for Equity and Access Scholarships is usually two weeks before enrollment to the trimester.
