The basic eligibility is as:
Candidates must have passed an under graduate degree from any institution/university recognized by law in India or, candidates who have diploma in UG design from NIFT/NID only, are eligible or, Candidates who have passed diploma course of three years from NIFT/NID are also eligible.

Yes, you can give the paper next year also. If you have taken admission in 12th in 2019 then there is no issue but if your 12th will complete in April 2019 then you have to decide what you want to do during the entire year.

One lateral entry scheme is 3 year diploma course after that you have to give particular state exam. Now, after 2 years of bachelor degree, you should go to college or university sites to see what is there eligibility.
