Average package of electronic and instrumentation engineering is around 4-5 LPA. It is not a good option to choose. You should go with electronic and communication.

I think IIIT-Sricity is better than NIT, Silchar. As IIITs follow the curriculum of IIIT Hyderabad, which is one of the top universities in India.

As per the latest 2018 NIRF-MHRD ranking of engineering colleges in India these institutes are ranked as:-
NIT, Durgapur- 47.
NIT, Silchar- 57.
NIT, Hamirpur- 64.

Among the two, NIT-Warangal is better than Silchar for CSE. Hence as per your interest choose the branch which you like the most.

ICE from NIT Jalandhar will be a better choice. As it deals with both instrumentation and control part and now controlling has greater influence
NIT may have the chill life, but, at the end of the day you get a job, a way of life, opportunity to work with some of the latest gizmos and also pride along serving your country. Good luck.
