A university does not need an affiliation as it is itself a University. You might be asking whether their degrees are acceptable at TU Nepal. This can be confirmed from. TU Nepal only. However, I am of the view that the degrees are acknowledged.

Yes, you are eligible for almost all government jobs. Mainly in government jobs, the minimum qualification required is Bachelor's degree so as you have completed your engineering, you can apply for all engineering government jobs as per your stream and interest.
