No, they don't require any 10-years policy to stay at the place from where you are applying.

I suggest you to go for NSIT-Delhi, because it is good for coding purpose as it produce top coders and help you to compete with world class coder.

Yes, of course, DTU, NSUT and IGDTIW are good colleges for B.Tech with DTU being the best among the three. So, you should apply for the same in B.Tech. Good luck.
