You need to go through the University requirement that you are going to apply for Hotel management. Generally, universities and colleges are having some minimum requirement for the admission. If you are looking for Bachelor's degree, an overall IELTS of 6 is recommended with no section less than 5.5. For PG courses, an overall score of 6.5 is required mostly with no part less than 6. This is a general overview of the requirements. The scholarships will depend on your profile. Mostly, financial aid is offered by the universities on merit basis.

It is difficult to say on the basis of your IELTS score only. You must concentrate on the application submission, submit it before deadline. You cannot apply for visa without receiving admission offer from the college. 5.5 is indeed low but you can retake or get into an ESL program, you can find this out by sending a mail to the college. But, first check the college specific admission requirements and apply.

The process is usually online and you need to decide what to study, check the program specific admission requirements and prepare. International applicants must take IELTS or TOEFL. You must also submit your SOP, LOR, marksheets, etc and application fee too. Firstly, check the eligibility on university websites. A first class is recommended.
