There's several good colleges in India that do offer cardiovascular technology courses, one among which is Manipal Academy of Higher Education, MAHE, which has an annual fee average of about INR 2.3 Lacs for a degree program.

 Kasturba Medical College at Mangalore is another great option under the established names in this area of education.
