You can find many online courses in cyber security but for any training in cyber security, only theoretical knowledge will not help much. CSSRL provides practical hands-on training in cyber security in regular classroom as well as virtual mode. Well, Engineering is full time study course. You cannot do it through part time, because engineering is practical and theoretical both. So, it is necessary to be regular for that course on full time. You can do it as part time. And, as you have completed Diploma, you will get admission in 2nd year of B.Tech-full time degree directly. Thanks.

First of all, both the universities will ask for migration certificate at the time of Ph.D./LLB degree award and that time you can present only one. Secondly, Ph.D. is a research work which requires complete academic devotion and simultaneous pursuance of LL.B. may hamper that concentration. Lastly, being a Ph.D aspirant, if you can not find out UGC rules from their website then consider that you are not capable of research or Law work. So you can't do both LL. M. and Ph.D. part time.
