Hello,
Candidates have to qualify UGC NET exam to pursue for Ph.D. The UGC NET exam is conducted by the National Testing Agency NTA from December 2018, earlier it was organized by the CBSE. Candidates who have qualified post-graduation or in qualifying year of Masters can apply for the NET exam. You can get the complete details related to the exam from here –

As per my knowledge and my opinion, to become a professor in Government University, you can go in any of the two options, you have mentioned, as if you go for B.Tech M.Tech and then Ph.D. You are eligible for professor in University of Technology, and if you go for B.Sc M.Sc and Ph.D, then you are eligible as the subject teacher of the respective subject in which you have completed the graduation post-graduation and Ph.D.

As per my opinion and my knowledge for doing Ph.D from New Delhi, you must have to give an IIT exam and have to qualify it, so that you can get enrolled yourself in Delhi University for Ph.D in Jamia University in New Delhi, but all these universities, you must have cleared the NET exam. For a professor, you must have to complete your Ph.D degree first, and then you are eligible for a professor in any university.

As per my opinion and my knowledge for applying for the post professor lecturer without completing Ph.D after qualifying UGC NET, you are not eligible as their rules have been changed after 2016, as you must have a Ph.D degree 4 and lecturer, but yes you can apply for assistant professor, if you enroll yourself for Ph.D. and have qualified your UGC NET.

If you have scored 70% marks or 7.5 CGPA on a 10 point scale in your BE and you have also cleared any one of the exams amongst GATE / UGC NET / CSIR / DST inspire fellowship then you can definitely go for PhD.
