A Ph.D takes twice as long as a Bachelor's degree to complete. An average student takes 8.2 years to slog through a Ph.D programme and is 33 years old before earning that top Diploma. By that age, most Americans with mere Bachelor's degree are well into establishing themselves professionally.

There is no negative marking in the UGC NET exam.
However, you need to be a JRF Qualified for doing PhD through Fellowship.from UGC

The admissions are based on rank in GATE / UGC-NET / CSIR-NET / SET/ CET.
In order to apply for admission, you need to fill the online application form (September 1-21, 2018).

You have not mentioned your subjects of graduation and post graduation levels. If it is education, then you can do Ph.D. in education. But, if your subject is philosophy, you are bound to do your doctorate degree in philosophy only. My suggestion is that you can take educational philosophy as your doctoral programme. You can also try to find job in schools as M.Ed is a very good option to secure a job there. All the best.

The best is to do Ph.D from the same university as from which you have done PG. These days, all universities conduct a screening exam to select students who can register for Ph.D. Next step is to get a guide for your subject. The last step is to select research topic with the help from guide and get yourself registered.
