To pursue your PhD you have to start finding universities offering research work and PhDs in your field and proactively share your research interests and questions to with the specific department supervisor. There is no guarantee that every department head will be interested in your research topic so there is no question of suggesting you profile specific universities. Email every top university in your desired country, share your papers and publications, if any with them and share your ideas with them. They will get back if they like you.

You can do Ph.D in the subject, you have done your M.Com. You just have to apply for the Ph.D course after getting your final year result.
