You cant be pursuing two degrees at a time. First you have to complete your MCM & B Ed only then you can register for PhD.

2. Lovely Professional University
3. Pune University
4. Delhi University
But you need to clear UGC NET to gt into government universities, private universities also conduct there own entrance exams.
