You have to be proactively searching for universities offering research work in your area. Check their research activities, noble prize winners, patents, publications etc and overall ranking. Admission process includes an acceptance by a research supervisor. Before a formal application process, you must communicate with the specific department supervisors and share your research ideas and proposals. They have to accept you before you submit your application. Enquire about funding, stipends etc before applying. Also take the GRE .
