Your PG Diploma should be equivalent to Masters as per the AIU or UGC norms. Please check this out. If yes, then you will be able to appear for PhD. If no, then it would be difficult to do PhD

The National Eligibility Test (NET) is the national level entrance examination in India for postgraduate candidates who wish to qualify for university level teaching jobs in India and/or admission to PhD research programmes.

As per your query it seems that you are currently pursuing MCA and further you wish to pursue Phd from universities in US.
So regarding this please remember in order to pursue Phd, from American universities you need to first of all make a list of the universities that you aspire for, then send emails to respective course department, asking them to provide you the eligibility criteria and selection procedure for PHD students.
