Thanks for expressing interest in GLA University. Admissions in Ph.D. are based on merit (based on entrance test) and personal interview. You are required the download one "Admission Application Form for Ph.D." from the download option on our website (www.gla.ac.in). Thereafter, fill-up that form and along with all the attested photocopies of qualifying exam, send the same by post, do attached a demand draft of Rs. 1000 in favour of "GLA University", payable at Vrindavan or Mathura as entrance test fee.

It is beyond my comprehension that one can do UG in mechanical and PG in electrical branch of engineering. As far as I know, it is not possible at least in any AICTE approved college.
secondly, after doing UG and PG in engineering, one should pursue Ph.D. in engineering or technology. In India, Quantum or Atomic Physics both do not fall under these categories and they come under science category. Therefore, even if somebody does so he would receive Ph.D. (science) not Ph.D. (engineering)

To pursue PhD you need to pass master's / M.Phil with minimum 55% from recognized board. One needs to sit for the entrance exam.

In order to get a scholarship for you research, you first have to prepare a blue print of your research and submit it to the university and after getting the acceptance from the university, you have to submit the same to the organisation in which you will be applying for the scholarship.
For information related to scholarships, it is advisable to to visit DAAD office or their website
