Admissions are mostly done for all the good colleges. However, I would request you to contact the college in which you wish to apply if they have any seats left.

Hi,
It will not create any problem. Candidates must hold a graduation degree in any stream from a recognized university. Candidates who are awaiting results of their graduation exams are also eligible to apply for Preliminary exam. However, such candidates need to submit the proof of passing the requisite exam at the time of applying for Main exam (if qualified). The applications for Main exam are usually released in the month of July/ August. Kindly check the eligibility criteria from the link below. https://www.shiksha.com/exams/upsc-civil-services-exam.

Firstly, take direct admission for Master's degree. The admission is given on the merit basis to only students who are from DU itself and has good marks. If you are from other university, you have to give entrance. If you were a student of DU, it is a plus point. Regards.
