Yes, you surely can, but please note that a certain cut-off is required for getting admission here and if you have that then you surely can get admitted here. As of now, admissions are over as far as I know but do check the official website for more details regarding the dates.

If your academic qualification is HS (+2), you can go with BA major in Public Administration in distance, and for your information IGNOU is offering this course. You may visit there site for more details. There may be some other Institutes who are also offering BA in public administration. Age is not a bar for distance learning.
