Overall, the result would greatly depend if you can do self-study. However since all these facts lead us to work hard by ourselves and, I believe IGNOU is a better institution ( than SOL DU, as you might not get much support from DU ).

It's not possible to complete any 3-year degree course in 2 years either in regular or distance. I suggest you to complete three years studies in any particular subject as it will help you in the future. In case your searching for 2 years degree you have an option of lateral entry to the course, where you need to have basic requirements for the same to qualify. I suggest you to do BA Political Science for 3 years that will help you.
