It will completely depend on the course you are doing. if its the credit transfer you are looking for, you must write to the university first in which you wish to apply. If its a new course, Once you get the confirmation for admission then comes the visa issue and it can be rejected for any student if the interview is not satisfactory as per the visa officers.

Yes you can work part-time while pursuing your studies in Russia. Please note that the universities hardly assist in finding part time jobs and knowledge of Russian language is beneficial. For job information you may refer to www.hh.ru and wwww.suerjob.ru ;
