International students whose first language is not English must submit the proof of English language proficiency. Regina University accepts the IELTS score as a proof of English language proficiency. Check the below table for minimum score required to get into the university:

I don't think, it will be a good choice. It would be much better to pursue Intermediate, and then Bachelor's degree. That way, you will be eligible for most other courses and jobs later. This Diploma will limit your option and will not be much beneficial in later life.

Saskatchewan University offers a PG Diploma in mechanical engineering, you may pursue this course, it is also relevant to your education. You can check for more programs on the university website and also check the admission requirements.

GRE is not a must for PG Diploma programs, I will suggest you to look at the university requirements for the specific information you are looking for.

Hi Balaji,
These are the decisions taken by the universities and will be based on your application. Your GRE score is good enough. I am not sure about the CGPA as these universities are highly competitive and would require an 8 out of 10.

You need to consult with immigration websites for PR information. As for international students you can obtain post study work permit for 2 to 3 years, you can then apply for a PR after gaining few years work experience and also if your skills are in demand.
