Is there any chance to get a scholarship in Presidency University for B.Tech? I have done Diploma in mechanical.

Yes, the scholarship can be availed in the university every year if your marks are more than 9.0 CGPA in the University's examinations.

I got 711 rank in IPU-CET BJMC Delhi, general. Am I eligible for VIPS? Is their scholarship available for UG?

According to last year's cut-off, you can get admission in 2nd round of counselling for 2nd shift.
It may change this year. So, keep a check on IP's site for the cut-off release date.
