College of Engineering, Adoor does offer scholarships, including fee waivers for deserving, low-income students, it doesn't appear to offer a 100% scholarship across the board. Scholarships are primarily available for students with high KEAM ranks, SC/ST students, and those with strong academic performance.

Rise Krishna Sai Prakasam Group of Institutions does not offer 100% scholarship to all. But students can get full/partial fee reimbursement through Andhra Pradesh state scholarships, like Epass, if they belong to reserved categories or have low family income.
