You need to appear for its entrance test which it conducts every year and then you need to fill up the details and score well with at least 60 percent in your board marks of the respective country.

No, there is no scholarship scheme as such for B.Sc honours. You may get a scholarship to study PhD or M.Sc in some colleges but not for B.Sc. It does not have any such scheme.

The syllabus does not contain much difficult portions. You may have to read some questions related to biotechnology and of basic B.Sc level plus class 12th and then you can crack it.
