For UPSC, you need to be a graduate from UGC recognised institutions. So, you can definitely participate in UPSC examinations.

Open Category :S.S.C. or Equivalent Passed with minimum 35% marks (210/600).
Reserved Category :S.S.C. or Equivalent Passed with minimum 35% marks (210/600).

Yes, you can appear for UGC NET exam in Environment Science. But you have to fulfill the eligibility criteria of NET exam. As per the UGC NET Eligibility Criteria, the candidate who is in the final year of Post-Graduation or have passed his post-graduation should have minimum 55% (For General) or 50% (For ST/SC/OBC/PWD) marks from a government recognized institute to appear for the exam. National Testing Agency (NTA) will start the online application submission from 1st September 2018. I myself have appeared for ICAR 2016 and I got AIR 1256. All you have to do is completely go through the syllabus of 11th and 12th. Concepts must be clear. Questions are not easy if not much tough. Biology portion is easy compared to chemistry and physics.
