The candidates, who have passed or are appearing for the qualifying examination from other states of India can appear for UPSEE if their parents hold a domicile in Uttar Pradesh. Hope it helps.

Go for Indian colleges. Unless you opt for the scholarships of tuition-free universities like Germany, the cost of studying Engineering abroad is significantly higher compared to India.
