For admission in B.Com (Hons) in SRCC-Delhi, you need to meet the eligibility criteria set by Delhi University. As per the official website, the minimum eligibility requirement for admission in B.Com (Hons) is 55% aggregate in the qualifying examination (12th board examination). However, meeting the minimum eligibility criteria does not guarantee admission in SRCC as admission is based on merit and the cut-off varies every year. You need to check the official website of SRCC or Delhi University for the latest admission updates and cut-off marks.

Yes, since you have applied but didn't get SRCC means you have to try giving the paper next year. Also, for getting admission in SRCC, you have to check different parameters too. Your 12th marks, your portfolio, your interview and extracurricular activity. Everything combines with CUET numbers and then place your admission to SRCC.
